In June 2024, a revised edition of the European Union (EU) Visa Code Handbook came into effect. This updated version provides detailed guidelines on accommodating the specific needs of human rights defenders within the existing provisions of the EU Visa Code. Notably, this is the first time the Handbook highlights the unique challenges faced by human rights defenders.
To support the effective dissemination and application of these new guidelines, ProtectDefenders.eu is translating the guidance note for human rights defenders (HRDs). Currently, translations are available in the following languages, with more to be added soon.
You can find the other notes, addressed to the consular authorities and member states and to civil society organisations here. (in English)
These guidance notes are part of the #Visa4Defenders initiative, launched by ProtectDefenders.eu in September 2022, and supported by over 50 organisations. The initiative advocates for a more enabling EU Visa framework for Human Rights Defenders.
